A procurement assessment report, to be prepared based on a scenario given.  The report will assess the most appropriate procurement system for a large-scale development (national or international) that may include elements of modern construction technology such as BIM. The students will be required to comment on the impact of new management philosophies and technologies towards the selected procurement route.

Delivering construction projects in time, within budget and to the requirement quality standards has traditionally been the key measure of construction project success, and also the ultimate responsibility of all the construction project managers. However, new developments are ambitiously focusing also on arrangements that can deliver clearly under budget, based on market cost. Managing construction contracts and procurement arrangements appropriately is key to achieve such success in construction projects. In this regard, construction projects managers should be aware of key features, strengths, weaknesses and new developments in different construction contracts and procurement arrangements, and they should also be able to align the clients’ requirements and the project circumstances with the most appropriate procurement and contracts option available.  This module imparts clear knowledge and skills necessary to understand and apply approaches to achieving this goal.
In this module you will start by exploring current procurement methods, as well as understanding the existing critiques of such methods. You will then explore new alternative procurement methods and contracts, including their practical advantages and drawbacks. The impact of new developments in construction management such as Lean Construction, and technology such as Building Information Modeling (BIM) are also explored in conjunction with the challenges and the opportunities they pose towards better contracts and procurment management.

be able to critically evaluate the impact of new advancements in design and construction (e.g. Lean Construction and BIM) towards construction procurement and contract management.

be able to participate in setting out advanced procurement methods.

be able to understand the process of avoiding construction claims. 

be able to propose advice on developing procurement and contracts management strategies to cater for new design and construction concepts such as BIM, IPD and TVD. 

be able to analyse, compate and interpret conditions in standard forms of contracts.

be able to interpret the provisions in various standard form of contracts and rigorously evaluate and compare conditions of contracts to establish how they deal with issues of time, cost and quality.

be able to understand short and long term benefits of adopting various contractual conditions in various types of construction projects and their applicability under different scenarios.

be able to establish the priorities of construction projects under time, cost and quality parameters and use appropriate tools (e.g., procurement matricies) to select procurement systems for construction projects based on the established priorities and project value.

be able to appraise clients’ objectives and priorities and determine the appropriate selection of procurement systems for design and construction services to suite such objectives, risks and priorities.
